Florida Passenger Rail System Study

Report Summary

The 2018 General Appropriations Act directed the Office of Program Policy Analysis and Government Accountability (OPPAGA) to contract with an independent consultant to study existing and planned passenger rail, including high speed passenger rail, in the state. To complete this study, OPPAGA contracted with CPCS Transcom Inc., a company that provides consulting services in the areas of transportation and infrastructure, including rail operations and safety. As directed, the study examines both positive and negative aspects of Florida's passenger rail operations and the Florida Department of Transportation's role in oversight of passenger rail with respect to maintenance, safety, revitalization, and expansion.
