Feasibility Analysis for Petroleum Distribution Centers, Report No. 18-PETRO, December 2018

The 2018 General Appropriations Act directed the Office of Program Policy Analysis and Government Accountability (OPPAGA) to contract with an independent consultant to conduct a feasibility assessment of establishing strategically located petroleum distribution centers to alleviate storm-related impacts on fuel supply and distribution across the state. To complete this study, OPPAGA contracted with ICF Incorporated, a global professional, technology, and marketing services firm. This study analyzes the challenges that Florida’s petroleum supply and distribution network faced during the evacuation that preceded Hurricane Irma on September 10, 2017 and develops strategies for enhancing the petroleum distribution system to perform better during future evacuations. These strategies include expanding truck loading capacity at terminals and establishing petroleum distribution centers.
