Information Brief on the State Courts System's Development of a Delphi-Based Weighted Caseload System, Report No. 98-46, January 1999

  • The Supreme Court of Florida's Office of the State Courts Administrator is developing a weighted caseload system to determine judicial workload, establish recommended caseloads for circuit and county judges, and assess the need for additional judges. The weighted caseload system will not be ready for the Supreme Court to use to certify the need for additional judges until Fiscal Year 2000-01.
  • The cost of developing the weighted caseload system will exceed the $75,000 the Legislature appropriated for this purpose. OSCA estimates revised contract and travel costs will total approximately $253,000. This cost appears reasonable for the proposed scope of work.
  • Pending the development of case weights, the Supreme Court has implemented changes to the judicial certification process to obtain uniform information from judicial circuits that request additional judges. The use of uniform data, along with an explanation of how it is considered by the Supreme Court, should improve the process of certifying the need for additional judges to the Legislature.
