Program Evaluation & Justification Review Workforce Program Administered by the Department of Management Services

Report 98-01, July 1998

Report Summary

  • The Workforce Program should be continued. The Program's primary purpose is to establish a fair and equitable personnel management system needed to recruit, select, and retain a quality workforce for the state. A uniform state personnel system benefits the public by protecting taxpayers from the potential liability of lawsuits if any state agencies were to unsound human resource management practices.
  • Although the state's personnel system is partly decentralized, the program's activities are not unnecessarily duplicative of those of state agencies. A centralized entity for administering core personnel functions is an efficient way to provide consistency and necessary support services to state agencies.
  • The Workforce Program has been efficient is using its resources, but has not been effective in performing its human resource management responsibilities. To be effective, the program must both be a resource to state agencies and a regulator of the state personnel system. However, over the last several years, the program has not performed well in either role. The program has failed to satisfy its customers and has not fulfilled its responsibility for monitoring state agency personnel offices.
