Review of the Community College System's Performance-Based Program Budgeting Measures and Incentive Fund

Report Summary

  • Unlike other performance-based budget (PB2) approaches, Florida's Legislature directly links a portion of the Community College System's state appropriations to performance. In fiscal years 1996-97 and 1997-98, the Legislature allocated $12 million to a PB2 incentive fund, which represented approximately 2% of the System's total appropriations for these years
  • The System gained some efficiency in its degree and certificate programs in 1996-97.
  • The PB2 incentive fund provides a simple, straightforward way of distributing incentive money to community colleges. However, the Legislature may wish to improve it in some key areas.
  • Although the measures used in the incentive fund cover the major community college instructional programs, they do not assess many aspects of system-wide or individual college effectiveness. The measures are mostly outputs and some may not be valid. In addition, the measures do not include associated performance standards.
  • The Legislature may wish to expand the Community College System's PB2 approach by including some additional measures and standards for system-wide performance. OPPAGA's program evaluation and justification review will provide more comprehensive information on Community College System performance.
