Report Summary

  • OPPAGA is required to complete a Program Evaluation and Justification Review of each state agency program that is operating under a performance-based program budget. We concluded that as long as the state owns buildings, most of the services provided by the Facilities Program will be needed to ensure that these buildings are properly cleaned, maintained, secured, and constructed. The Program met most of its performance-based program budgeting standards for fiscal year 1995-96 and kept its average facility construction, operations and maintenance, and rental rates below private sector costs. Our report identifies options for reducing Program costs by privatizing some services and changing staffing levels, and for enhancing Program revenues by increasing fees.
