While the Department of Environmental Protection (DEP) has spent approximately $63 million from 1988-89 through 1994-95 on information technology resources (of this total $11.3 million was for information system development), its information systems cannot be consistently used as management tools to produce data addressing the effectiveness of key agency activities and programs. The Department's inability to correct past deficiencies and complete development of key information systems will significantly impede its efforts to prepare a performance-based budget.
