Review of the Collection of Owed Taxes Administered by the Department of Revenue , Report No. 95-39, February 1996

  • The term owed taxes refers to taxes owed by individuals or businesses who: (1) have not filed tax returns and have been sent delinquency notices, or (2) have filed tax returns but underpaid taxes and have been sent bills. The Department collects $17 for each $1 spent on collecting owed taxes. While the Department's collection efforts are productive, the Department could improve its efficiency by correcting several factors that impede collections productivity, such as reducing the number of bills sent in error to taxpayers and using collection agencies more often.
