Review of the Operations of the Community Care for the Elderly Program Administered by the Department of Elder Affairs , Report No. 95-31, January 1996
 


Community Care for the Elderly (CCE) is a general revenue-funded program that provides homemaker, personal care, respite, and other services that enable functionally impaired elders to live in private homes. These community-based long-term care services are in high demand, and many impaired elders are on waiting lists to receive services. However, existing resources for the program could be enhanced.

HIGHLIGHTS
  • A large proportion of clients served by the CCE program may be eligible for the Medicaid waiver program.
  • Approximately 94% of the CCE clients for whom data were available met Medicaid income and medical eligibility criteria.
  • If these clients were served under the Medicaid waiver, the state could obtain a 56% Federal match for services that currently are funded by general revenue.
  • Client contributions have done little to increase the funding for CCE services.
  • Changes in Florida law reduce the number of CCE clients exempt from paying fees; however, this may have little effect unless fees are based on assets as well as income.
RECOMMENDATIONS
  • The Legislature should require individuals who appear to meet Medicaid criteria to go through the Medicaid eligibility determination process as a condition of receiving CCE services.
  • CCE clients who are eligible for Medicaid should be served under the Medicaid home- and community-based waiver program.
  • CCE clients who are not eligible for Medicaid should pay fees for CCE services.
