The Program has awarded $104 million in grants since 1982 to help local governments resolve transportation problems that hinder economic development. Local government contributed $24.2 million to the projects, while companies receiving benefits contributed $10.2 million. Program grants have been awarded to 152 projects for 145 companies, located in 48 of the state's 67 counties.
Program grants have most commonly been used to build or expand an access road to a company's planned site.
Most projects have benefited manufacturing firms. About a third of the firms we could assess were small businesses with less than 100 employees. Most of the assisted firms appear to still be in business.
Most companies appear to have met their commitments to make specified investments at project sites. However, the companies frequently have not employed the number of employees they projected.
We concluded that the Legislature should continue the current Program.
