Review of the Enterprise Florida Capital Partnership

Report Summary

The Enterprise Florida Capital Partnership was establishedin 1993 as a public-private partnership with the mission of building access to financialmarkets for small and medium-sized Florida manufacturers. OPPAGA's review determined thatthe Partnership's business loan initiative, the Florida Development Finance Corporation,made no progress toward achieving intended outcomes. The Corporation had not sold anybonds or made any loans to Florida companies. The Partnership also expended $1.1 millionestablishing a venture capital fund, the Cypress Equity Fund, which may provide littlebenefit to Florida businesses. The Fund's investments are not targeted to Floridacompanies. OPPAGA recommended that if the Legislature continues the Partnership, thePartnership develop strategies to provide funding support to Florida manufacturers andimprove its performance measurement system.
