Performance Review of the Florida Coastal Management Program Administered by the Department of Community Affairs , Report No. 94-37, March 1995
 


  • The federal Office of Coastal Resource Management conducted a 1991 evaluation of the Program that identified several weaknesses. In addressing those weaknesses, the Department of Community Affairs (DCA) increased the effectiveness of interagency coordination, provided improved leadership for the Program, developed a reasonable process for evaluating subgrant applications and monitoring subgrant recipients, and provided some simplification of the federal consistency review process. However, the federal consistency review process could be improved, eliminating unneeded duplication between DCA and the Governor's Office of Planning and Budgeting.
  • Although there is a public benefit derived from having a federally approved coastal zone management program, the Department's goals and objectives do not provide the Legislature with an effective means of identifying the Program's purpose or intended impact on the state's coastal zones.
  • Additional Program improvements could be made; however, DCA continues to be the most reasonable agency for carrying out lead agency responsibilities.
