Review of Client Outcome and Program Effectiveness Systems Administered by the Department of Health and Rehabilitative Services , Report No. 94-24, December 1994

  • The Department has not developed the client outcome and program effectiveness systems and annually reported client outcome information to the Legislature and Governor as required by s. 20.19(19), F.S. According to Department staff, several factors have impeded their ability to develop the required systems including the lack of automated information systems capable of maintaining client outcome information; difficulty defining client outcomes and obtaining or interpreting information on client outcomes; and lack of sufficient resources to develop and report on client outcomes.
  • All program offices are currently participating in a Department-wide effort to develop broad outcome measures and identify automated data system needs that will enable DHRS to assess its performance. This effort is intended to conform with the intent of the Government Performance and Accountability Act (Ch. 94-249, Laws of Florida), which requires all state agencies to establish performance-based budgets that include standards and measures for assessing the public benefit of its major programs.
  • When implemented, the Department's performance-based budgets will likely give state- level policy makers and DHRS managers the information they need to assess the effectiveness of DHRS's major programs. However, program office and district managers will need more detailed client outcome and process information to help them monitor and assess the quality of services and decide how to allocate resources among program components at the local level. Given the current status of DHRS information systems, the program offices will need from two to five years to develop the capability to provide the detailed client outcome information required by s. 20.19(19), F.S., for each program component.
