Program Evaluation and Justification Review of the Design and Construction of Educational Facilities Administered by the Department of Education , Report No. 94-06, October 1994
 


  • Our review indicated that there is no need to revise Office of Educational Facilities' (OEF) mission or goals at this time. The process is currently being administered in a manner to minimize duplication and promote adequate coordination of activities.
  • Process effectiveness, when compared to costs, does not warrant elimination of the process. In addition, the review and approval process does not serve a limited interest; rather, it provides support to all 67 public school districts and all 28 public community colleges in Florida. Further, the process does not need to be redesigned to require users to finance process costs. The process is funded from the Facilities Construction Trust Fund as part of OEF's operating budget.
  • The threshold below which local boards can review their own plans should be reevaluated. An increase in the threshold could allow OEF to focus on more significant projects. Any increase in the threshold should take into consideration relevant safety concerns.
