A Review of the Management and Storage of Surface Waters Program Administered by the Water Management Districts Under the General Supervision of the Department of Environmental Protection , Report No. 12211, December 1993
 


  • The water management districts have controlled wetland losses through the MSSW permitting process, but the permit process has not prevented the continuing loss of Florida's wetlands. Because of permitted net losses, widespread noncompliance with mitigation requirements, and difficulty in creating new wetlands, the permitting process has only been partially effective in preserving the functions of wetlands.
  • An accurate and timely wetlands inventory and reporting system is needed to provide the information necessary for future policy decisions regarding wetlands protection.
  • The Districts need to more effectively ensure compliance with MSSW rules to help protect the state's surface water resources.
