Performance Audit of the Licensure of Foster Home and Emergency Shelter Home Program Administered by the Department of Health and Rehabilitative Services , Report No. 12040, April 1993

  • The Department of Health and Rehabilitative Services has not developed uniform forms for its staff to use in determining foster homes' compliance with all applicable licensure standards, thereby creating the potential that compliance with some standards will not be documented. Additionally, the Department has not developed guidelines to help licensure staff consistently interpret standards that are not easily measurable.
  • The Department frequently waives Program standards relating to the number of children that may be placed in the home, possibly due to a shortage of families willing to take the types of children considered difficult to serve. Standards limiting capacity are being waived for a small portion of total homes, but the waivers significantly expand the licensed capacity of some of these homes.
  • The Department has not developed procedures to ensure consistency of enforcement actions, nor has it given staff guidance on how to obtain the documentation needed to uphold its decisions to suspend or revoke licenses.
