People First Assessment

Report Summary

The 2008 General Appropriations Act directed OPPAGA to conduct an independent study of the state's human resource management system, People First. As directed, the study examines the system's cost effectiveness, efficiency, and staffing needs, as well as alternative solutions for service delivery after the current contract has expired. To complete the study, OPPAGA contracted with EquaTerra, a company that provides advisory services in information technology and business process transformation.

EquaTerra recommends that the Legislature consider implementing one of the following post-contract options.

  • Continue contract with Convergys through renegotiation (all currently outsourced components remain outsourced).
  • Retain People First but contract with a new provider to host the system. New provider assumes all responsibilities and services provided by Convergys in terms of the technology platform and system. Bring some outsourced components (service centers) back in-house.
According to EquaTerra, over the next seven years, the median estimated savings associated with the first option would be $31.2 million, while the median estimated savings associated with the second option would be $9.75 million.
