"MyFloridaMarketPlace," the State of Florida eProcurement System, Report No. 09-MFMP, January 2009

The 2008 General Appropriations Act directed OPPAGA to conduct an independent study of the state's eProcurement system, MyFloridaMarketPlace. As directed, the study examines the system's cost effectiveness, efficiency, and staffing needs, as well as alternative solutions for service delivery after the current contract has expired. To complete the study, OPPAGA contracted with BCP International, a company that provides advisory services in information technology planning, integration and management and business transformation.

BCPI recommends that the Legislature consider implementing the following post-contract option.

  • In the short-term continue the Accenture contract, and as a long-term solution, insource some functions and solicit a competitive bid. Specifically,
    • negotiate an additional two-year option period with Accenture, with the last year a transition period to a new service provider; and
    • insource the disaster recovery site hosting and the Billing and Collections operations.

    According to BCPI, after the transition to a new service provider, annual estimated cost savings would be $4.7 million.
