The school readiness program's potential is beginning to be realized at the local level, but inadequate statewide guidance by the Florida Partnership for School Readiness (the Partnership) is hindering progress. The Partnership has made progress in some areas of the program, but has not clarified several major policy issues and needs to significantly improve its responsiveness in providing guidance to local coalitions.
Although most school readiness coalitions could effectively implement the Universal Pre-K Program recommended by the State Board of Education, the statewide system needs to be more responsive in providing assistance and guidance to local coalitions before assuming responsibility for another major program. If the state level guidance issues are resolved, the school readiness system could provide an effective structure for implementing the Universal Pre-K Program through a network of local providers and a state level policy setting body. In addition, modifying certain operational and organizational aspects of the program could further improve its efficiency and effectiveness.
