Fiscal Impact Report: Recommendations Propose $1.4 Billion in Annual State Agency Impact and $2.1 Billion in Long-Term School District Savings $61.3 Million Implemented in Past Year, Report No. 03-04, January 2003

  • Since its inception in July 1994, OPPAGA has made recommendations having a potential annual impact for state agencies of $1.4 billion.   The estimated annual fiscal impact of all recommendations implemented by the Legislature and state agencies totals $443 million. OPPAGA recommendations for state agencies that have not yet been implemented have a potential to save taxpayers $999 million annually.  An additional $2.1 billion in savings could be implemented by school districts.
  • Since October 2001, legislative and state agency actions implementing OPPAGA recommendations have produced an estimated annual fiscal impact of $46.5 million, while school districts have implemented an additional $14.8 million in recommendations.  New OPPAGA recommendations issued since our 2001 impact report have a potential impact of $1.03 billion.
  • Not all of this potential impact is available for immediate legislative appropriation because changes to state law or local policies may be required.  Any amounts presented in this report that differ from amounts in original reports are due to updated calculations.
